The administrative control document (DeCA) travels with every public road freight shipment in Spain. It has always been mandatory; what changes is the format: from 5 October 2026 it must be electronic.
Both the haulier who carries out the journey and whoever hires them are required to issue it. If it is missing, both are liable.

Do I need a DeCA?
If you carry out public road freight transport in Spain with a vehicle that requires a transport authorisation, yes. Exempt: vehicles that need no authorisation, removals, transport of damaged vehicles and parcel delivery of a few packages that can be handled by one person.

Is my consignment note or delivery note enough?
Yes, as long as it includes all the mandatory data. What changes now is that it must be digital, with a PDF, QR code and link.

Do I need an electronic signature?
No. A signature is optional.

What if the truck or the destination changes mid-service?
You edit the DeCA, give the reason and a new version is created with its own link. The previous one is kept.
